Answer: Al-Fatihah is recited for him, because al-Fatihah is a ruqyah (healing by Qur'anic recitation), and it is repeated for him, and the verses that contain [protection] are recited for him, for example, Surat al-Nas: (And from the evil of an envier when he envies), the one who casts the evil eye is included in this, the envier includes the one who casts the evil eye, because the evil eye is envy, so al-Fatihah and al-Ikhlas are recited, and the two Mu'awwidhat (Surat al-Falaq and Surat al-Nas), and whatever is easy from the Qur'an is recited, and Allah (Glorified and Exalted is He) heals the afflicted one.
