The eighth question of Fatwa No. ( 20619 )
Q 8: In the last two rak'ahs of a four-rak'ah prayer and the third rak'ah of Maghrib, they say there is no harm in reciting this supplication in place of al-Fatihah: Subhan Allah, wa al-hamdu lillah, wa la ilaha illa Allah, wa Allahu Akbar (3) times Is that sufficient in place of al-Fatihah?
A 8: Reciting al-Fatihah is a pillar in every rak'ah of the prayer, based on the saying of the Prophet (peace and blessings be upon him):Jami` at-Tirmidhi 247Sahih (Darussalam) and his action (peace and blessings be upon him), for he used to recite it in every rak'ah. No other dhikr suffices in its place, except for one who is unable to recite it or is not capable of learning it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
