What is your opinion regarding people obliging themselves to make these vows? Some of them are unable to do so due to financial hardship, and some are unable to fast. What is your opinion on obliging oneself to make these vows?

Answer:
Answer: Making a vow is disliked or forbidden; however, if one has made it, he is obligated to fulfill it. The Prophet (peace and blessings be upon him) said: “Indeed, it does not bring about any good, but rather it is used to extract [charity] from the stingy.” And in another narration: “So do not make vows.” As long as a person is in a state of ease, he should perform obedience, avoid sin, and do good without obliging himself to a vow. But if he makes a vow and conditions it upon a condition that is an act of obedience, such as fasting, prayer, and other acts of worship, then he is obligated to fulfill it.
