Answer: This verse is the verse of the ablution and the full ritual bath for major ritual impurity, purification from major ritual impurity and minor ritual impurity. (O you who believe, when you rise to perform the ritual prayer) means when you intend the prayer and wish to perform the prayer. (Then wash your faces and your hands to the elbows and wipe your heads and your feet to the ankles). This is the minor purification, and the ablution is used for it. (And if you are ill, or on a journey, or one of you comes from the place of relief, or you have touched the women, and you find no water, then perform dry ablution with clean earth, then wipe your faces and your hands with it). This is a summary of the dispensation for the sick person who is unable to perform the ablution and use water due to his illness; he suffices with dry ablution. Likewise, the traveler who does not find water, or does not find enough water to meet his need and purification, turns to dry ablution. This is done by striking the earth with both hands spread out, then wiping the face with the palms of the fingers, and wiping the palms with the hands. If he strikes twice, one strike for the face and one strike for the hands, there is no harm in that. This is a substitute for the purification with water for the sick person who is unable to use water, and for the traveler who does not find water; he suffices with dry ablution. (Then perform dry ablution) means intend clean earth. The earth is what rises as dust. (Clean earth, then wipe your faces and your hands). This is in the verse of Surat al-Nisa.
