Tayammum for prayer while water is available is a great abomination
Machine translationRead the Arabic original
Q: What is the ruling on performing tayammum when water is present?
A: Praise be to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and his Companions. As for what follows:
Some trustworthy people have informed me that some of the Bedouins use tayammum for prayer while water is available to them. This is a great abomination that must be pointed out; for wudu for prayer is a condition of its validity when water is present, as Allah the Exalted said: [Al-Ma'idah: 6].
In the two Sahihs, it is reported from the Messenger of Allah (peace and blessings be upon him) that he said:Sahih Muslim 225 And Allah (Glorified and Exalted is He) has permitted tayammum and established it in place of wudu in the case of the absence of water, or the inability to use it due to illness or the like; based on the aforementioned verse, and His saying, the Exalted: [An-Nisa: 43].
And from 'Imran ibn Husayn (may Allah be pleased with him) it is reported that he said: We were with the Messenger of Allah (peace and blessings be upon him) on a journey, so he led the people in prayer. When he saw a man sitting apart, he said:Sunan an-Nasa'i 321Sahih (Darussalam) He said: I have contracted janabah and there is no water. He (peace and blessings be upon him) said: Sahih al-Bukhari 348 Agreed upon by al-Bukhari and Muslim.
From this it is known that tayammum for prayer is not permissible when water is present and one is able to use it. Rather, it is obligatory for the Muslim to use water in his wudu and his ghusl from janabah wherever he is, as long as he is able to do so, and he is not excused for leaving it and being content with tayammum. His prayer in that case is not valid due to the absence of one of its conditions, which is: purity with water when one is able to use it.
Many of the Bedouins—may Allah guide them—and others who go out for recreation use tayammum, while they have plenty of water and access to it is easy. This is, without doubt, a reprehensible negligence and an abominable act that is not permissible to do; for it is contrary to the scriptural evidence. The Muslim is only excused in using tayammum if water is far from him, or if he has only a little of it left, which he preserves to save his life, his family, and his livestock, while water is far from him.
So it is obligatory for every Muslim, wherever he is, to fear Allah the Exalted in all his affairs, and to beware of what Allah has forbidden for him, and among that is: tayammum when water is present and one is able to use it.
And I ask Allah to grant us and all Muslims success in understanding His religion and steadfastness upon it, and to protect us all from the evils of our own souls and the badness of our deeds.
Indeed, He is Generous and Bountiful, and may Allah send prayers and peace upon our Prophet Muhammad, and his family and his Companions.

O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles. And if you are in a state of janabah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it

The prayer of none amongst you would be accepted in a state of impurity until he performs ablution.
لا تقبل صلاة أحدكم إذا أحدث حتى يتوضأO you who have believed, do not approach prayer while you are intoxicated until you know what you are saying or in a state of janabah, except those passing through [a place of prayer], until you have washed [your whole body].
