Q308: The questioner says: If there is a calamity befalling a country among the Muslim lands, and a person is praying the prayer for rain, is it permissible for him to make supplication during the prayer, and to supplicate after rising from the bowing in the second unit?
A308: This was only reported regarding the obligatory prayers. The Prophet (peace and blessings be upon him) made qunut in the Fajr prayer, supplicating against the polytheists, or supplicating for the Muslims to be delivered from the polytheists, supplicating against a group and for another group. This is also in the Fajr prayer, and likewise in the qunut of the witr prayer, where you supplicate for the Muslims, the oppressed, and those in need. As for supplication in the eclipse prayer, or in the prayer for rain, I do not know any basis for that.
