Q13: Upon entering Makkah to perform a work duty in serving the guests of Allah, is 'Umrah obligatory , and if it is obligatory and the intention is formed in advance, is it obligatory to enter the state of ihram from the miqat?
A13 : Whoever goes to Makkah and has not yet performed the 'Umrah of Islam, it is obligatory for him to enter the state of ihram for 'Umrah from the miqat he passes on his way and perform
the rites of 'Umrah. As for one who has previously performed 'Umrah, it is not obligatory for him to perform 'Umrah a second time. However, if he intends to perform 'Umrah during that journey, it is obligatory for him to enter the state of ihram from the miqat, and it is not permissible for him to pass it without entering the state of ihram. If he does not intend to perform 'Umrah until after passing the miqat, he enters the state of ihram from the place where he formed the intention, outside the Haram . If he forms the intention while inside the Haram , he goes out to the halal area and enters the state of ihram for 'Umrah from there. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
