Every country fasts when the entry of the month is established for them

Machine translationRead the Arabic original
Fatwa number ( 21825 )
Q: Is it permissible to fast in the island of (Mayotte ) – the Comoros – on a day other than the day of fasting in Makkah al-Mukarramah or not? I ask that you mention the evidence for this, and is it permissible to pray the 'Id al-Adha prayer on a day other than the day of the festival in Makkah al-Mukarramah or not? And the evidence for this; because in this year's season, as in all previous seasons, most of the island's residents fasted on Monday, March 5, 2001 CE, instead of the day of
Sunday, March 4, and they performed the festival prayer on Tuesday, March 6, instead of Monday, March 5, 2001 CE, knowing that our island is on the same horizon as the Kingdom of Saudi Arabia , our sister country.

A: It is obligatory for Muslims in every country to fast and break their fast, and to pray the two festivals according to their sighting of the crescent moon in their country, or their completing the month of thirty days; due to the saying of the Prophet (peace and blessings be upon him):
Fast when you see it, and break your fast when you see it, and if it is obscured from you, then estimate for itصوموا لرؤيته وأفطروا لرؤيته، فإن غم عليكم فاقدروا له
Musannaf Ibn Abi Shaybah 3:154
meaning: complete the count of the month to thirty, as in the narration:
complete thirty days of Sha'banفأكملوا عدة شعبان ثلاثين
Sahih al-Bukhari 1909
If the crescent moon is seen in the country, or the month is completed to thirty days; it becomes obligatory for everyone to fast for the month of Ramadan, and the time of 'Id al-Adha is attached to it; due to his saying (peace and blessings be upon him):
Your fasting is the day you fast, and your breaking of the fast is the day you break it, and 'Adha is the day you sacrificeصومكم يوم تصومون، وفطركم يوم تفطرون، والأضحى يوم تضحون
Sunan ad-Daraqutni 11:27
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
