Question: What establishes the entry into and the exit from the month of Ramadan, and what is the ruling for one who sees the crescent moon alone at the entry or the exit of the month?

Answer: The entry into and the exit from the month are established by two just witnesses or more, and its entry is established by a single witness, because it is established from the Prophet (peace and blessings be upon him) that he said:
and if two witnesses testify then fast and stop fasting.فإن شهد شاهدان فصوموا وأفطروا
Sunan an-Nasa'i 2116Sahih (Darussalam)

It is also established from him (peace and blessings be upon him) that he ordered the people to fast based on the testimony of Ibn 'Umar (may Allah be pleased with them both) and the testimony of a Bedouin, and he did not ask for another witness, peace and blessings be upon him.
And the wisdom in that, may Allah know best, is caution for the religion in entering and exiting, as the scholars have explicitly stated. And if one sees the crescent moon alone in entering or exiting and does not act upon his testimony, then he fasts with the people and breaks his fast with the people, and he does not act upon his own testimony according to the most correct of the scholars' opinions; because of the saying of the Prophet (peace and blessings be upon him):
The fast is the day the people fast, the breaking of the fast is the day the people break their fast, and the sacrifice is the day the people sacrifice.الصوم يوم تصومون، والفطر يوم تفطرون، والأضحى يوم تضحون
