Q2: How is the first day of each month identified, and how were the scholars in the Kingdom of Saudi Arabia able to determine the number of days in each month to form the Hijri calendar every year? It is obligatory for us to answer this question; because the dispute lies in which day is the first of the month, so some Muslims fast one or two days before Ramadan and after it, and some stand on the Day of Arafah and sacrifice on the day of Arafah , and there is no reason for this other than the lack of knowledge of the first day of each month and the number of days in it, and the crescent moon is not seen on the day of its appearance with us.
A2: The rulings of the sacred times, such as Ramadan and Hajj and others, are tied to the visual sighting of the crescent moon in their beginning and ending, and it is not permissible to rely on calculations and recorded calendars for decades into the future; because of the saying of Allah the Exalted:[Al-Baqarah 2:189] , and the saying of the Prophet (peace and blessings be upon him): Sunan an-Nasa'i 2124Sahih (Darussalam) , narrated by al-Bukhari and Muslim in their (Sahihayn). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

يَسْأَلُونَكَ عَنِ الأَهِلَّةِ قُلْ هِيَ مَوَاقِيتُ لِلنَّاسِ وَالْحَجِّFast when you see it and stop fasting when you see it, and if it is obscured from you (too cloudy), then complete thirty (days).
صوموا لرؤيته وأفطروا لرؤيته، فإن غم عليكم فأكملوا شعبان ثلاثين يومًا
