Q: Allah the Exalted said:[Al-Mujadila 58:4] Are children considered among the poor, and is the feeding to be done with a specific food or any food, and is clothing permissible or not?
A: First: If the one who supports the children is poor according to the Shari'ah and the children have no wealth from which to spend on them, they are counted among the poor for the expiation. Second: The food considered valid for expiations is what is of the middle quality of the type that the person making the expiation is accustomed to eating and feeding his family, such as dates, wheat, corn, rice, or the like. Third: If he clothes the sixty poor people instead of feeding them, it suffices for him, and likewise if he feeds thirty of them and clothes thirty, it suffices for him for the expiation. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
