Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the President of the Shari'ah Courts in Makkah al-Mukarramah , bearing number (346 \ 2614 \3) and dated 28\6\1414 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (2542) and dated 19\6\1415 AH. His Excellency asked about the handling of the amounts withdrawn from the person who was apprehended by the Capital Police for exploiting the Hajj season of 1413 AH, and his taking amounts from some pilgrims to slaughter the sacrificial animal on their behalf, and his failure to fulfill his commitment ... etc.
After studying the inquiry, the Committee responded that the sacrificial animal should be purchased with the amounts that are established by the Shari'ah to be the prices of sacrificial animals, to be slaughtered in the Haram at the present time with the intention on behalf of their owners. Its purchase, slaughter, and distribution should be carried out by two trusted representatives. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
