The third question of Fatwa No. ( 20069 )
Q3: If I intended to break my fast in Ramadan, but this did not happen, do I have to make up this day that I intended to break but did not actually break?
A3: If you were fasting and then you intended to break your fast, you are considered to have broken it, whether you consumed something that breaks the fast or not; because by doing so, you have severed the intention of fasting. It is obligatory for you to make up that day if it was an obligatory fast or a vow. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
