Q2: In a time long ago, people were suffering from severe hunger, and I did not possess anything. When the time for fasting came, I did not fast, as I could not find anything to fast on other than water; I could not find anything to break my fast with or anything to have for the pre-dawn meal. What is required of me in this regard?
A2: You must make up the fasts and feed a poor person for each day, half a sa' of the local staple food, if you are able to feed them. If you are unable, fasting alone is sufficient. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
