Fatwa No. ( 20490 )
Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable head of the Fifi Center of the Commission: Muhammad ibn Ali al-Fifi , No. (97) dated 16/6/1419 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (3825) on 21/6/1419 AH. His Excellency requested the Committee to look into the inquiry submitted to him by the citizen: (S. J. F.), accompanied by his letter, which reads: To the honorable head of the Fifi Center of the Commission, may peace and mercy and blessings of Allah be upon you. And after: I submit this petition to you, informing you that I have a daughter who is 18 years old, and she is suffering from a mental illness. She has 12 days remaining from the month of Ramadan of 1418 AH that she did not fast. And if she fasts, her menses return
to her
. We ask, after reviewing this, that you forward my question to those concerned. May Allah guide you. May peace and mercy and blessings of Allah be upon you.

After studying the inquiry, the Committee responded that it is obligatory for this woman to hasten to make up the days she missed from the previous month of Ramadan. She should identify the days of her menses that she used to have each month before her cycle became irregular. She should sit during those days and not fast or pray, and her husband should not have intercourse with her during that time if she has a husband. When her menses end, she should perform the full ritual bath and fast. If blood comes while she is fasting on days other than her usual menses, she should not pay attention to it; for it is established that this is blood of irregular non-menstrual bleeding, which does not prevent her from fasting, praying, or her husband having intercourse with her. In the case of the flow of irregular non-menstrual bleeding, she is required to perform the ablution for prayer after the time for each prayer enters. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
