Shaving the Head Outside the Sacred Precinct

Machine translationRead the Arabic original
The first question of Fatwa No. ( 16485 )
Q1: If a resident of Jeddah performs 'Umrah and does not shave his head except in Jeddah , what is the ruling on this action?
A1 : There is nothing wrong with shaving the head for the rites of Hajj or 'Umrah in any place outside the Haram or inside it. However, in 'Umrah, one does not exit the state of ihram until he shaves his head or shortens his hair. And in Hajj, if he has stoned the pillars, performed tawaf, and sa'y, he does not have sexual intercourse with his wife until he shaves his head or shortens his hair. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
