Fatwa number ( 16554 )
Q: Ten years ago, a woman hired me to perform Hajj on behalf of her mother as a voluntary act, as her children had already performed Hajj for her before me. She gave me three thousand riyals. I intended to perform ifrad, but after the tawaf, sa'y, and shortening of the hair, I changed it to tamattu'. I completed the acts of Hajj. When my three companions and I descended to perform the tawaf al-ifadah, and when we began the tawaf, my companions said: We completed it after
we separated during the tawaf, and I said: There are two circuits remaining, then I did not complete them, and we went to perform the sa'y, and we did not complete the sa'y This was due to our ignorance. I hope you will look into my case and issue a ruling for me: Is it obligatory for me to make up what I missed, or is my Hajj complete or not? May Allah guide you to what is good and correct.

A: It is obligatory for you to return to Makkah and make up the tawaf al-ifadah and the sa'y; because the tawaf is a pillar of Hajj and is not dropped under any circumstances. If you engaged in sexual intercourse during this period, you must pay an expiation; it is a sheep that is sufficient as an 'Id sacrifice, slaughtered in Makkah and distributed to the poor of the Haram , or one-seventh of a camel or one-seventh of a cow. If you cannot afford this, then you must fast for ten days. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
