Setting aside a sum of money with the Monetary Authority as a guarantee: Is there zakah on it?

Machine translationRead the Arabic original
Fatwa No. ( 13785 )
Q: It is not hidden from Your Eminence that I am the owner of a car showroom for buying and selling, and I did not obtain a license to open the showroom until I secured a sum of twenty thousand riyals from the Monetary Authority, held for a period of six years. We ask Your Eminence to inform us whether there is zakah on this amount or not? Please note that I do not benefit from it, and that I do not receive it back until the showroom is closed. The showroom is currently open, and I do not know when I will close it, whether in one year or twenty years. If there is zakah on it, do I pay the zakah for the years that have passed, each year for its due, or from now on? And if there is no zakah on it, we hope you will inform us. May Allah reward you with good for us and for the Muslims.
A: If the situation is as described, then there is no zakah on you regarding the amount
mentioned until you receive it and a new lunar year passes with it in your possession. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
