A1: The 'Umrah is obligatory for every Muslim once in a lifetime, just as Hajj is, for the people of Makkah and others, due to the generality of the saying of Allah the Exalted:
And complete the Hajj and 'umrah for Allah
وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِO Messenger of Allah: Is there any jihad for women? He said: Yes, they have a jihad in which there is no fighting: Hajj and 'Umrah.
يا رسول الله: هل على النساء من جهاد؟ قال: نعم عليهن جهاد لا قتال فيه الحج والعمرةAl-Islam implies that you testify that there is no god but Allah and that Muhammad is the messenger of Allah, and you establish prayer, pay Zakat, observe the fast of Ramadan
الإسلام أن تشهد أن لا إله إلا الله وأن محمدًا رسول الله وتقيم الصلاة وتؤتي الزكاة وتحج البيت وتعتمر وتغتسل من الجنابة وتتم الوضوء وتصوم رمضانperson of legal capacity, male or female, once in a lifetime, just as Hajj is, if he has the means to do so. Therefore, it is obligatory for the people of Makkah to perform the 'Umrah once in a lifetime, just as others do, and they enter into ihram for it from the nearest point of al-Hal, meaning from outside the boundaries of the Haram . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
