The ruling on Hajj and 'Umrah for one who comes to Makkah for the first time

Machine translationRead the Arabic original
Question:
If a man comes to Makkah and does not intend to perform 'Umrah, but he has never performed the 'Umrah of Islam before, is he obligated to enter the state of ihram?

Answer:
He goes out to the non-sacred area (Hill) and enters the state of ihram, and this suffices him for the 'Umrah of Islam.
... he is obligated to perform the 'Umrah of Islam.
Q: So in this case, it is obligatory for him even if he does not want to?
A: If he comes to Makkah and has not performed 'Umrah before, it is obligatory for him. Or if he comes to Makkah at the time of Hajj, Hajj is obligatory for him because he is able to afford it.
Q: Even if he says: I do not want to do it now, I want to do it at another time?
A: No. It is obligatory for him.
