A97: The saying of Allah the Exalted: , the correct view is that it is: from the disjointed letters at the beginnings of the surahs, and Allah, Mighty and Majestic, knows best what He intends by them, , this is an oath from Allah, Blessed and Exalted is He, by the Noble Qur'an, which is His speech and the verses He revealed, and it indicates His greatness; because Allah, Blessed and Exalted is He, swore by it. Al-Hakim means: the perfect one that is not subject to deficiency or contradiction; falsehood does not come to it from before it or from behind it.

humans and jinn, as He, the Exalted, said:[Al-A'raf 7:158] . And He, the Exalted, said: [Al-Anbya 21:107] . And He, the Exalted, said: [Al-Furqan 25:1] , and He, the Exalted, said: [Saba 34:28] , so his message is universal. Even though he, peace and blessings be upon him, was sent among the Arabs, he was sent to the jinn and humans, so his message is universal, peace and blessings be upon him. But he began by warning the Arabs, and this is part of the gradualness in conveying the message and the gradualness in delivering the message. So he conveys it to the Arabs and to others. For this reason, the Messenger of Allah (peace and blessings be upon him) wrote to the kings: to Kisra and to Caesar, inviting them to Islam, because he is the Messenger
to them,[Ya-Sin 36:6] . There is no contradiction between this and what the questioner mentioned, that Allah sent a messenger to every nation; because no messenger from among them came to the Arabs after Isma'il until Muhammad (peace and blessings be upon him) came. And He, the Exalted, said: [Ya-Sin 36:8-11] , and these
verses, all of them, up to His saying: are regarding the stubborn ones who knew the truth and the message was conveyed to them, but they were arrogant, stubborn, and continued in the worship of idols and the religion of the ancestors. So they denied the truth that the Messenger (peace and blessings be upon him) brought. So Allah, Mighty and Majestic, sealed their hearts as a punishment for them, and the punishment became inevitable for them, so they have no escape from it. And their insight was blinded. Their likeness is like the one whose hands are bound to his neck, and his head is raised, and his gaze is fixed; so he walks between two barriers. If he moves forward, he stumbles on the barrier in front of him, and if he moves backward, he stumbles on the barrier behind him. Several things converged upon him. First: his head is raised due to the binding on his neck, so he does not look at what is below him. Second: there is a barrier in front of him and a barrier behind him. And Allah covered his sight, so he does not see what is around him, because they turned away from the verses of Allah, and they did not reach the innermost part of their hearts and their hearts; so they became in darkness, in hesitation, and in deviation, may Allah protect us from that. And this happens to everyone who opposes this Messenger and is arrogant about his call, until the Day of Resurrection. We ask Allah for safety.
(2) By the wise Qur'an. (3) Indeed you, [O Muhammad], are from among the messengers, (4) On a straight path. (5) [This is] a revelation of the Exalted in Might, the Merciful, (6) That you may warn a people whose forefathers were not warned, so they are unaware. (7) Already the word has come into effect upon most of them, so they do not believe.
يس (1) وَالْقُرْآنِ الْحَكِيمِ (2) إِنَّكَ لَمِنَ الْمُرْسَلِينَ (3) عَلَى صِرَاطٍ مُسْتَقِيمٍ (4) تَنْزِيلَ الْعَزِيزِ الرَّحِيمِ (5) لِتُنْذِرَ قَوْمًا مَا أُنْذِرَ آبَاؤُهُمْ فَهُمْ غَافِلُونَ (6) لَقَدْ حَقَّ الْقَوْلُ عَلَى أَكْثَرِهِمْ فَهُمْ لاَ يُؤْمِنُونَIndeed, We have put shackles on their necks, and they are to their chins, so they are with heads [kept] aloft.
إِنَّا جَعَلْنَا فِي أَعْنَاقِهِمْ أَغْلاَلاً فَهِيَ إِلَى الْأَذْقَانِ فَهُمْ مُقْمَحُونَAnd We certainly sent into every nation a messenger, [saying], "Worship Allah and avoid Taghut."
وَلَقَدْ بَعَثْنَا فِي كُلِّ أُمَّةٍ رَسُولاً أَنِ اُعْبُدُوا اللَّهَ وَاجْتَنِبُوا الطَّاغُوتَA97: The saying of Allah the Exalted:

يسAnd the Wise Qur'an
وَالْقُرْآنِ الْحَكِيمِindeed, you are from among the messengers.
إِنَّكَ لَمِنَ الْمُرْسَلِينَUpon a straight path
عَلَى صِرَاطٍ مُسْتَقِيمٍ[This is] a revelation of the Exalted in Might, the Merciful,
تَنْزِيلَ الْعَزِيزِ الرَّحِيمِTo warn a people
لِتُنْذِرَ قَوْمًاhumans and jinn, as He, the Exalted, said:
Say, [O Muhammad], "O mankind, indeed I am the Messenger of Allah to you all
قُلْ يَاأَيُّهَا النَّاسُ إِنِّي رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًاAnd We have not sent you, [O Muhammad], except as a mercy to the worlds.
وَمَا أَرْسَلْنَاكَ إِلاَّ رَحْمَةً لِلْعَالَمِينَBlessed is He who sent down the Criterion upon His Servant that he may be to the worlds a warner -
تَبَارَكَ الَّذِي نَزَّلَ الْفُرْقَانَ عَلَى عَبْدِهِ لِيَكُونَ لِلْعَالَمِينَ نَذِيرًاAnd We have not sent you except comprehensively to mankind as a bringer of good tidings and a warner. But most of the people do not know.
وَمَا أَرْسَلْنَاكَ إِلاَّ كَافَّةً لِلنَّاسِ بَشِيرًا وَنَذِيرًا وَلَكِنَّ أَكْثَرَ النَّاسِ لاَ يَعْلَمُونَto them,
whose forefathers were not warned
مَا أُنْذِرَ آبَاؤُهُمْ(6) That you may warn a people whose forefathers were not warned, so they are unaware. (7) Already the word has come into effect upon most of them, so they do not believe.
لِتُنْذِرَ قَوْمًا مَا أُنْذِرَ آبَاؤُهُمْ فَهُمْ غَافِلُونَ (6) لَقَدْ حَقَّ الْقَوْلُ عَلَى أَكْثَرِهِمْ فَهُمْ لاَ يُؤْمِنُونَ(8) Indeed, We have put shackles on their necks, and they are to their chins, so they are with heads [kept] aloft. (9) And We have put before them a barrier and behind them a barrier and covered them, so they do not see. (10) And it is all the same for them whether you warn them or do not warn them - they will not believe. (11) You can only warn one who follows the message and fears the Most Merciful unseen. So give him good tidings of forgiveness and noble reward.
إِنَّا جَعَلْنَا فِي أَعْنَاقِهِمْ أَغْلاَلاً فَهِيَ إِلَى الْأَذْقَانِ فَهُمْ مُقْمَحُونَ (8) وَجَعَلْنَا مِنْ بَيْنِ أَيْدِيهِمْ سَدًّا وَمِنْ خَلْفِهِمْ سَدًّا فَأَغْشَيْنَاهُمْ فَهُمْ لاَ يُبْصِرُونَ (9) وَسَوَاءٌ عَلَيْهِمْ أَأَنْذَرْتَهُمْ أَمْ لَمْ تُنْذِرْهُمْ لاَ يُؤْمِنُونَ (10) إِنَّمَا تُنْذِرُ مَنِ اتَّبَعَ الذِّكْرَ وَخَشِيَ الرَّحْمَنَ بِالْغَيْبِ فَبَشِّرْهُ بِمَغْفِرَةٍ وَأَجْرٍ كَرِيمٍverses, all of them, up to His saying:
