Purchasing Zakat al-Fitr in the first days of Ramadan and then distributing it to the poor at the end of the month

Fatwa No. ( 20772 )
Q: Is it permissible for zakah committees to purchase Zakat al-Fitr in the first days of Ramadan and then distribute it to the poor at the end of the month? Given that the donors have not yet intended to give it, is it permissible to give it before the intention?
A : The time for giving Zakat al-Fitr is after the sighting of the Shawwal crescent until
before the 'Id prayer. It is permissible to give it one or two days before the sighting of the crescent. The one who pays it gives it on behalf of himself and those for whom he is responsible to those who are entitled to it, or he appoints someone he trusts to give it on his behalf at the specified time; because it is an obligatory right upon him, so it is not permissible for him to be lax in giving it, nor to rely on associations that are lax in this matter. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
