Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed
What was sent to His Eminence the General President from the inquirer: The Charity and Social Services Association in Yanbu , and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (6143) on 28/10/1410 AH. The inquirer asked a question, the text of which is as follows: Some citizens and residents have come to us requesting that the Association accept their Zakat al-Fitr, as they do not know the recipients in this city, and that it be done in the following manner: 1- The Association accepts Zakat al-Fitr in cash. 2- The Association purchases rice with the value of the Zakat given to it. 3- At the end of Ramadan, at the designated time for paying Zakat, the Association forms committees to distribute the Zakat in the city and the neighboring villages and settlements. Based on the request of our dear brothers, we submit to Your Eminence, asking for the ruling of the Shari'ah on this matter. We also seek clarification from Your Eminence regarding the distribution of Zakat to the villages and settlements if it is delayed beyond the prescribed time; is there any harm in that? We await your fatwa on this matter, asking Allah to guide everyone to what is good and right. Please accept our abundant greetings and respect.

After the Committee's study of the inquiry, it responded that there is no objection to the charitable association distributing
the alms given at the end of Ramadan on behalf of those who request it from them. It must be distributed before the festival prayer, and it is not permissible to delay it; because the Prophet (peace and blessings be upon him) ordered that the alms given at the end of Ramadan be given to its recipients before the festival prayer, and it is obligatory to distribute it as food, not as money. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
