Q: Since the Saudi Company for Automotive and Equipment Services (SASCO) is a Saudi joint-stock company that provides services to citizens throughout the Kingdom, based on the specifications determined by the Ministry of Transport, and also often determines locations, and the government of our master, the Custodian of the Two Holy Mosques, has allocated a state subsidy, and due to our complete concern for performing the obligation of zakah and income, we have paid zakah on the subsidy that the government gives us after a lunar year has passed over its receipt. It is known that this subsidy is most like a gift, as it differs from the subsidies received by electricity companies and others; their subsidy is to reduce costs for consumers, which would raise electricity prices if stopped, whereas our subsidy is a gift resulting from the company's commitment
to providing services to citizens that do not yield profitable returns due to the commitment to specific locations and specifications determined by the state. We seek your ruling, O Shaykh, on: Is it required that a lunar year passes over the receipt and acceptance of this subsidy from the state for it to be subject to zakah?

A: If a person is given a gift of wealth that reaches the nisab and a lunar year passes over it after its receipt, zakah becomes obligatory on it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
