Q2: When the time comes to pay the zakah on wealth and livestock, such as sheep, which is the blessed month of Ramadan, people come to us from our village and the neighboring villages asking for zakah, because their situation, as they say, is one of financial hardship. So we give them a share of the zakah and leave the other share for the government zakah collectors. Is this action we are taking permissible, or is it not permissible to give these people from the zakah funds?
A2 : It is permissible to give zakah to the beggar whose wealth is unknown, but if the one in authority demands that all the zakah be paid to him, then obedience to him in that is obligatory, and the beggar is given from other voluntary charities; because the beggar has a right, as the Exalted said:
And from their properties was [given] the right of the [needy] petitioner and the deprived.وَفِي أَمْوَالِهِمْ حَقٌّ لِلسَّائِلِ وَالْمَحْرُومِ
[Adh-Dhariyat 51:19]
, and Allah knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
