Q1: Is it permissible to give zakah to the women of the village? Knowing that
their husbands are well-off, but they do not give them any money , only providing for them with clothing, food, and the like. Knowing that many people give zakah to female relatives whose maintenance is not obligatory upon them, such as their sister, maternal aunt, grandmother, and the like, at the time of the festival as a festival gift, which is zakah. If they were to leave them without this festival gift, they would be angry. Is it permissible for him to give some of the zakah to these women at the time of the festival so that it serves as both a festival gift and zakah at the same time, without informing them?
A : Zakah is not given except to those who are entitled to it, and they are those whom Allah mentioned in His saying:[At-Tawbah 9:60] If any of the women of the village are among the poor and the needy, then it is given to them. If they are not among them, then it is not permissible to give it to them. If he gives it, he must pay its equivalent. It is not permissible to give it to relatives whose maintenance is obligatory upon him, such as his grandmother, daughter, mother, father, and the like. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler
إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ
