Q: Some of the Bedouin, when the zakah collector appointed by the government misses them, distribute the zakah of their livestock themselves. Some of the Bedouin claim that they take charge of the zakah of their livestock and pay it to the poor and needy, as well as to those in bondage. Is it better and more preferable to pay it to the workers appointed by the government, or to take charge of distributing it themselves? Please issue a ruling, may Allah reward you with good.
A : It is obligatory to deliver the zakah to the workers sent by the state
and to seek out those to whom it is obligatory to pay it at the time they come to collect it. If they do not come to collect the zakah, then the owner of the wealth pays his zakah to the poor after despairing of the workers' arrival. And the Muslim must fear Allah (Mighty and Majestic) and pay the zakah in full to those who are entitled to it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
