Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet,
After greetings: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the chairman and members of the board of directors of the Fund for Lending to Those Desiring Marriage in the province of Unaizah , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (2208) and date 18/2/1422 AH. The questioner asked the following: A merchant in this town sold the Al-Manar Complex for petroleum fuels to the Fund for Lending to Those Desiring Marriage in the province of Unaizah for a sum of two million and two hundred thousand riyals. It was a deferred sale, with the full amount to be paid within two years from the date of the sale contract. Currently, the fund is indebted to this merchant for this amount, and the fund has the right to benefit from the station's revenue during these two years. Question: Is it permissible to pay this amount to the merchant with the zakah that comes to the fund from the generous donors for this purpose, since the fund is indebted? We hope you will answer this inquiry, and may Allah reward you with good.

After studying the inquiry, the Committee answered that it is obligatory for you to distribute the zakah in its prescribed channels, which Allah the Exalted has limited to specific categories,
namely the eight categories mentioned in His saying:
Zakah expenditures are only for the poor and for the needyإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ
[At-Tawbah 9:60]
... the verse. It is not permissible to distribute any of it in the project you mentioned, because it is not among the categories mentioned in the verse; rather, it is one of the charitable projects that are funded by donations and voluntary charity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
