Expenses of a specific association for its own needs are not a valid channel for what a donor designates for the poor, nor for the obligatory zakah

Q: A benefactor sends us amounts to distribute to the deserving poor. We also have some charitable associations, such as the Association for Memorizing the Noble Qur'an, and the Association for Assisting Those Seeking Marriage Who Are Unable to Pay the Mahr. The officials of these associations write to us asking us to allocate a sum of money to each association to carry out their work, as this is assistance in doing good, such as memorizing the Qur'an and assisting young men in
getting married. The question is: Are these amounts, which are sent through us, to be given to these associations and considered one of their channels of expenditure, or must they be spent on the deserving poor? We hope you will issue a ruling on this question as soon as possible. May Allah reward you with good for us. And peace be upon you.
A: These amounts must be spent on the poor, as specified by their donors. Among them are those who need to marry but are unable to afford the expenses, and among them are poor students in schools for memorizing the Noble Qur'an. As for the expenses of a specific association for its own needs, they are not a valid channel for what a donor designates for the poor, nor for the obligatory zakah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
