Q: Some trusted Islamic institutions hold Shari'ah courses in Europe in areas where people are in dire need of being educated in Shari'ah knowledge and the correct creed. These institutions request support for these da'wah programs. Does this support fall under the saying of Allah the Exalted:
for the cause of Allahوَفِي سَبِيلِ اللّهِ
[At-Tawbah 9:60]

A: The aforementioned courses and their like do not fall under the saying of Allah the Exalted:
for the cause of Allahوَفِي سَبِيلِ اللّهِ
[At-Tawbah 9:60]
regarding the categories of those entitled to zakah; because what is meant by that are the mujahideen in the path of Allah. However, if a teacher or a student is poor, he is given from the zakah because of his poverty; due to the saying of His Lord:
Zakah expenditures are only for the poor and for the needyإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاء وَالْمَسَاكِينِ
[Surah al-Tawbah: 60].
