Ahmad Muhammad Jamal , Professor of Tafsir at Umm al-Qura University, answered by saying: There are some jurists, both past and present, who prohibit giving a portion of zakah to charitable institutions; such as building a mosque, or helping a Qur'an memorization school, or building a charitable residence for the poor. They hold that the seventh category of zakah, called: (in the cause of Allah), is restricted to jihad, meaning: fighting the disbelievers alone – then he said at the end – Therefore, donating to build a mosque, or for Qur'an memorization, or to build a charitable residence, or to build a school to educate the children of Muslims in some non-Islamic countries, and the like of that which can rightly be called a charitable work, and which is in the cause of Allah, is permissible, and it is permissible to allocate a portion of zakah for it. This is the end of his statement. And in the tafsir (Ma'arif al-Qur'an), Surat al-Tawbah, Part Four, by His Eminence the Mufti Muhammad Shafi' , it is stated: The majority of jurists and the four Imams agreed on the impermissibility of giving a portion of zakah for building mosques, schools, or hospitals, or an orphanage, and the like. And here with us in Mozambique there are Islamic associations that do not have the ability to build a mosque or a school, or to pay the salaries of the imams of the mosques; because most of them are poor. So we ask your Eminence to clarify this for us; because we have fallen into doubt after this statement. Is it permissible for us to allocate a portion of zakah to them for these purposes?

is not permissible, and this is the opinion of the majority of scholars. In fact, some scholars have reported consensus on the interpretation of the saying of Allah the Exalted:[At-Tawbah 9:60] , that it is restricted to the expeditions. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
