Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Deputy Minister of the Interior, who was tasked
with reference number (1M\ 12347) and date 27\3\1417 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with reference number (1951) and date 10\4\1417 AH, in which his Excellency asks about the ruling on naming with the following names: some citizens submit requests to change the names of their sons and daughters, such as: (Abbar, Iman, Barrah, Jibril, 'Abd al-Mu'in ), and they provide us with copies of some fatwas. Given the importance of knowing the Shari'ah ruling on these names, and whether it is obligatory for one who is named with them to change it? We hope that these names will be presented to the Permanent Committee for Scholarly Research and Ifta and that we be informed of what is issued so that we can take the necessary action.

After the Committee studied the inquiry, it answered: There is no objection to naming with the mentioned names except for ('Abd al-Mu'in); it is better to leave naming with it; because it is not established that al-Mu'in is among the names of Allah the Exalted. Likewise, the name (Barrah) is better to change and not name with it; because the Prophet (peace and blessings be upon him) changed it. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and his Companions.
