If a disbeliever converts to Islam, he is not required to undergo circumcision

Machine translationRead the Arabic original
Q: During our visit to Uganda, we noticed that some the Christians bring their children to a shelter for new Muslims so that they may convert to Islam. When asked why they had not been circumcised, these fathers answered that they are afraid of circumcision. What is your opinion on this?
A: It is not necessary to require them to undergo circumcision if they are afraid of it;
because it is a recommended practice (sunnah) and not obligatory according to the majority of scholars. Those who said it is obligatory conditioned it on the safety of the person being circumcised from fear. If it prevents them from entering Islam, they are not required to do it at the time of conversion. Once Islam has settled in their hearts, they can look into the matter.
