Is the guardian of an orphan girl a mahram to her?

Machine translationRead the Arabic original
Q: I lost my father and mother at the beginning of my life under special social circumstances. An elderly man and his wife took on my custody and upbringing after coordinating with social services. They raised me in the best possible way and married me off, and I have been living in their house to this day. He passed away, may Allah have mercy on him,
a few months ago, and his elderly wife, along with me and my wife, remained in his house, may Allah have mercy on him. Now, it is obligatory for me to reciprocate some of this woman's kindness. She wishes to perform 'Umrah. What is the ruling on her traveling with me and my wife to perform 'Umrah or to visit some distant places? I am currently in a very difficult position because, in her view, my refusal of her travel with me is undutifulness and ingratitude for what she has done over the past years, knowing that she did not breastfeed me. May Allah reward you with good and bless you and your work.

A: If there is no forbidden breastfeeding relationship between you and her, it is not permissible for her to travel with you unless she is accompanied by a mahram (a relative she cannot marry); because you are a non-mahram to her, and she must observe hijab (covering) in your presence.
