A92: The original ruling is that giving a gift or charity to a Muslim or a non-Muslim is permissible, except if you are convinced that the recipient will use this amount for something forbidden, in which case it is not permissible for you to give it to him; because that is cooperation in sin and aggression, and Allah Mighty and Majestic
says:
And cooperate in righteousness and piety, but do not cooperate in sin and aggression.وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى وَلا تَعَاوَنُوا عَلَى الإِثْمِ وَالْعُدْوَانِ
[Al-Ma'idah 5:2]
