If the livestock graze and are fed, is zakah due on them?

The second question of Fatwa No. ( 15922 )
Q2: A man has sheep, or any of the livestock, and it is well known in these times that the owner buys barley, feed, and water for them, yet they still graze on the grass in the areas near him. Is zakah due on the owner or not?
A2: If a person has sheep, camels, or cattle that graze for the entire lunar year or most of it, the zakah of grazing livestock is obligatory on him, even if he spends on their feed or watering to help them. However, if they do not graze for the entire lunar year or most of it, there is no zakah on them. But if he intends these sheep, camels, or cattle for trade, by producing from them and selling them for profit at their price, they are considered trade goods. If the lunar year of possession is completed, he must appraise them at their value and pay one-fourth of a tenth of their appraised value. If he sells some of them, he must pay zakah on them by paying one-fourth of a tenth after the completion of the lunar year of his ownership of the livestock.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
