Q2: Is it permissible for the one who pays zakah to buy back the sheep he has paid out and given to the workers on zakah or is it not? They are requesting that it be referred to your Eminence for a ruling.
A2: If the owner of the wealth has paid his zakah to the worker or the recipient, it is not permissible for the one who pays zakah to retrieve his zakah by buying it back; based on the hadith of Ibn 'Umar (may Allah be pleased with them both):
Ibn 'Umar reported that 'Umar b. al-Khattib (Allah be pleased with him) donated a horse in the path of Allah and (later on) he found it being sold, and he decided to buy that. He asked the Messenger of Allah (ﷺ) about it. whereupon he (the Holy prophet) said: Don't buy that and do not get back what you gave in charity.
