Q1: From the Sunnah There are two adhans for the Fajr prayer. Is it permissible to pray after the first adhan?
A1: It is permissible for one who hears the first adhan for the Fajr prayer to perform voluntary prayers as much as he wishes until the time of Fajr enters with the rising of the second dawn. Once the mu'adhdhin calls the second adhan for the Fajr prayer, no prayer is performed except the two rak'ahs of Fajr. This is based on what 'Abdullah ibn 'Umar (may Allah be pleased with them both) narrated from the Prophet (peace and blessings be upon him), who said: It was reported by the Imam Ahmad in (al-Musnad), Abu Dawud , al-Tirmidhi , and others. And al-Tirmidhi said: It is what the people of knowledge have agreed upon. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
