Is the qunut in the Fajr prayer or the witr prayer?

The first question of fatwa number ( 16988 )
Q1: In which prayer is it recommended to recite qunut, in the Fajr prayer or in the Witr prayer , and is the reality of Witr to recite it aloud or quietly?
A1: It is recommended to recite qunut in Witr, whereas in the Fajr prayer, qunut is not prescribed except in times of calamity; because what is preserved from him (peace and blessings be upon him) is that he did not do it except in times of calamity. This is the opinion of the majority of scholars and it is the correct one. If he recites qunut alone in Witr, he does so quietly, but if he is an imam, he recites it aloud so that the ma'mum can say "Ameen" after him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
