some butchers by paying the rest of the price on the condition that the butcher disposes of it after slaughtering it, where he sells it to the citizens, which results in the delay of delivering the ransom to the poor of the Haram who were allocated for it, so what is the ruling on that?

A1: It is not valid for two people to participate in one head of sheep for a ransom of compensation, or for the hady of tamattu' or qiran; because the sheep is only sufficient for one person. But if the butcher volunteers and gives charity to the pilgrim by paying the rest of the price as a voluntary act, there is no harm, and the sheep becomes the property of the pilgrim at that time, and the butcher has no share in it, and it is not permissible to sell it. Rather, if it is a ransom, it must be for the poor of the Haram, and if it is hady for tamattu' and qiran, it is permissible for the pilgrim to eat from it and feed his companions and the poor, and he must not sell any of it. The four Imams issued a fatwa to this effect: Abu Hanifa and Malik and al-Shafi'i and Ahmad (may Allah have mercy on them).
