Performing the prayer on the roof of the mosque, away from the imam and the congregation

Q: I am a teacher in a Qur'an memorization society, and a teacher in the Al-Uthmaniyah mosque in the Uhud district of Madinah al-Munawwarah . There are two study circles in the mosque; one is inside the mosque, and the other is in a room on the roof of the mosque. My question is: Is it permissible for the students in the circle on the roof of the mosque to pray on the roof of the mosque with the imam, while being completely separated from the imam and the congregation inside the mosque, to the extent that the door to the roof of the mosque is outside the mosque, and there is no connection with those inside the mosque? Furthermore, they cannot see the imam or the congregation, even though there is ample space inside the mosque. I advised the teacher through the imam, but he objected that the students disturb the worshippers when they go up and down, and that the students are young, although some of the students are adults and some are not. In light of this, should we advise him to discipline the students and then bring them down, or bring down the adult students and leave the young students to pray on the roof of the mosque, or bring them all down so that the young ones learn proper conduct and dignity from the worshippers, and learn the prayer through example? What should we do? Please inform us, and may Allah reward you with good.

A: It is obligatory for those in the mosque to pray in congregation with the imam in the rows behind him, the first row, then the next, and they must stand close together and not leave gaps between the rows. What was mentioned in the question is not a valid excuse for performing the prayer on the roof of the mosque. Rather, it is obligatory to teach the students the etiquette of the mosque and accustom them to discipline and order, and to follow up with them in this until they become accustomed to it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
