Q: I performed Hajj this year, and on the morning of the Day of Sacrifice, I proceeded to stone the Jamarat al-Aqabah, then headed to Makkah to perform the Tawaf al-Ifadah. However, I saw a great crowd around the Ka'bah , and I saw people circumambulating on the roof of the House, meaning the mosque, and on the first floor. So I went up to the roof and performed the circumambulation, completing the seven circuits. But when I informed an imam, he told me: that circumambulation on the roof of the mosque is not permissible, so the circumambulation is invalid, and your Hajj is also invalid. Your Eminence, the Shaykh, guide us and issue a ruling for us, may Allah have mercy on you.
A: Your circumambulation is valid and your Hajj is valid, if Allah wills; because it is permissible to circumambulate on the roof of the mosque and the other floors of the mosque, and praise be to Allah, especially given the heavy crowd. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
