The second question of Fatwa No. ( 20776 )
Q 2: If the follower recites al-Fatihah before the imam in the loud prayer , is this considered racing the imam, what is the ruling on it, and is the prayer valid?
A 2: There is no harm in the follower reciting al-Fatihah before the imam recites it, and this is not considered racing the imam; because the follower is commanded to recite it. However, if the imam pauses after reciting al-Fatihah, it is better for the follower to recite al-Fatihah while the imam is pausing; based on the saying of the Prophet (peace and blessings be upon him): and his saying (peace and blessings be upon him): Sahih Ibn Hibban 10:76 And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
