This is a question from the brother (M. M.) from the region of Balqarn, from the village of al-Haniq. He asks: What is the ruling on the ma'mum reciting al-Fatihah while the imam is reciting? And what should he do if the imam begins reciting the surah after al-Fatihah? Is it obligatory for him to recite al-Fatihah while the imam is reciting, or should he listen to the imam, with the imam's recitation of al-Fatihah being sufficient for him?

Answer:
There is scholarly disagreement on this issue, with three opinions:
Some scholars said: The imam bears the responsibility for al-Fatihah, and it is not obligatory for the ma'mum to recite it in any case, neither in the silent prayer nor in the loud prayer.
A second opinion is: It is obligatory for the ma'mum to recite it in all cases, in both the silent and the loud prayers.
A third opinion is: He recites it in the silent prayer, but not in the loud prayer. The strongest of the three opinions is that he recites it in all cases, in both the silent and the loud prayers. This is due to the generality of the statement of the Prophet (peace and blessings be upon him)
