The questioner : He asks: Is it permissible to take the blood money for a murdered person and use it for a project that serves as an endowment for him, such as building a mosque, or for anything that constitutes ongoing charity for him, or to give it in charity to the poor and the needy?

The Shaykh : The blood money for a murdered person is taken and it is the property of his heirs, who may dispose of it as they wish. It is not permissible to spend it on charitable interests if the heirs are not of sound mind, such as if they are minors, of unsound mind, or insane. In that case, it is obligatory that the share of each person possessing one of these characteristics be preserved for them, and it is not permissible for them to spend it on what the questioner mentioned, such as building a mosque or otherwise. However, if all the heirs are of sound mind and they see fit to spend it on a charitable cause that benefits the murdered person, then there is nothing wrong with that.
