Continuing lectures is not an excuse for combining the two prayers

The second question of Fatwa No. ( 16368 )
Q 2: My town is about 12 kilometers from my place of study, and sometimes my time is tight between lectures, so if I keep up with these
lectures, I miss the Zuhr and 'Asr prayers. Is it permissible for me to combine and shorten the prayers ?
A 2: It is obligatory to perform every prayer in its proper time, complete, without combining or shortening; because you are not a traveler in the distance you mentioned, and continuing lectures is not an excuse for combining the two prayers; because you can pray near the place of the lectures in a few minutes and then return to them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
