Question:
A message was sent from Libya, from the Wadi al-Ayn region, by one of the brothers there, named Idris Faraj al-Sha'iri. Our brother has a set of questions and asks: We know that delaying prayer from its time is a crime and a sin, and what a sin it is. However, there are circumstances that may lead me to delay prayer from its time, such as being a herder of livestock. I hear the adhan, but I fear that the sheep will ruin the crops, whether they are ours or our neighbors', and thus miss the prayer. Even if I am alone, or if we miss the time of the Zuhr prayer, as in the case of lectures or work, what is your advice?

Answer:
It is obligatory for the believer to be concerned with prayer in its time. If he is around farms that he fears for, let him begin by moving the livestock away from the farms before the time so that he can pray in its time, or pray in congregation if there is a congregation or a mosque around him. He should not be lax in this matter until the time becomes narrow. It is obligatory for him to fear Allah and to begin with the means of preserving prayer before its time so that he does not fall into the similarity of the people of hypocrisy in wasting prayers:
Indeed, the hypocrites [think to] deceive Allah, but He is deceiving them. And when they stand for prayer, they stand lazilyإِنَّ الْمُنَافِقِينَ يُخَادِعُونَ اللَّهَ وَهُوَ خَادِعُهُمْ وَإِذَا قَامُوا إِلَى الصَّلاةِ قَامُوا كُسَالَى
[An-Nisa: 142]. So it is obligatory for the believer to be concerned with this matter.
And if he is in lectures or study, he cuts off the lecture and cuts off the study and stands up for prayer and prays with the Muslims in their mosques.
As for if he is in a place where there are no mosques around him, and they only perform the lecture or seminar and then pray together in their place, like a place far from mosques, with no mosques nearby, or in the desert or in travel, then all of this is permissible, if they finish, they pray in the time, they do not delay it from its time, but they pray it in the time. But whoever is in the general mosques and in the village, or in the town, it is not permissible for him to delay prayer because of the lecture, or because of a seminar, or because of sheep, or camels, or anything else.
It is obligatory for him to be concerned with what helps him to perform prayer in congregation, even if his beginning is with moving the sheep or camels away from the farms before the time enters; so that he can pray in its time with the Muslims. And it is not permissible for him to be lax in this matter; because he sins by doing so. Yes.
