Q: I would like to present to your eminence that I am one of the Saudi citizens who work in the embassy of our King, the Custodian of the Two Holy Mosques, in the Republic of the Philippines for two years. I would also like to briefly describe the nature of the work there, as it is extremely, extremely intense. It requires my presence in the office for long periods, during which I draft and write for very urgent matters, handle work-related tasks, answer the phone, and receive foreign visitors. In addition, there are many occasions that my work requires me to attend at various times. This has sometimes led to my inability to perform some of the prayers at their prescribed times, especially the Dhuhr prayer.
and the 'Asr, and sometimes the Maghrib and 'Isha'. Given the leniency and ease of the Islamic religion, I ask your eminence to kindly guide me to the easiest way I can perform the prayers in this difficult situation, and to kindly guide me regarding the possibility of combining the Dhuhr and 'Asr, and the Maghrib and 'Isha' prayers, as I am very busy during most of their times. Please note that my residence in the Philippines is tied to my work. May Allah reward you with good.

A: It is not permissible to combine the two prayers except for a valid legal excuse such as travel or illness. As for work, it does not permit combining; because you are able to perform each prayer at its time in the workplace. Allah the Exalted said:
Indeed, prayer has been decreed upon the believers a decree of specified times.إِنَّ الصَّلاَةَ كَانَتْ عَلَى الْمُؤْمِنِينَ كِتَابًا مَوْقُوتًا
[An-Nisa 4:103]
, meaning: it is obligatory at specific times, and it is not permissible to delay it beyond them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
