The fourth question of fatwa number ( 20398 )
Q 4: Is it permissible to pray in the home, especially the Fajr prayer, in a state of fear, and in the case where one’s parents order him to do so? And is this prayer temporary or permanent? Knowing that the causes of fear have no limit.
A 4: The principle is that congregational prayer in the mosque is obligatory. If a person is obligated to pray in the mosque but fears that harm will befall him if he goes out to the mosque, he prays in his home; due to the generality of the saying of the Prophet (peace and blessings be upon him):
It was narrated from 'Ubadah bin Samit that the Messenger of Allah (ﷺ) ruled: “There should be neither harming nor reciprocating harm.”لا ضرر ولا ضرار

, and because it is established from the Prophet (peace and blessings be upon him) that he said:
Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse.من سمع النداء فلم يأت فلا صلاة له إلا من عذر
Bulugh al-Maram 2:308
. It was said to Ibn Abbas (may Allah be pleased with them both): What is the excuse? He said: Fear or illness.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
