Q: It may be difficult for the worshippers to come to the mosque for the 'Isha' prayer
due to fear or something else. Is it permissible in this case to combine the Maghrib and 'Isha' prayers?
A: Fear does not permit combining the two prayers; rather, it allows the fearful person to pray in his home and not attend the mosque for the congregational prayer if he fears for his safety in going out to the mosque. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
